Preorder, Store Owner Deceased, No Refund Given

I preordered a product back in Sept (2023) that was meant to be shipped November 17th 2023. At the beginning of Oct (2023) I received an email that the owner of the shop that I purchased from had passed away and that they would be refunding all orders. I gave it awhile, but by November 10, 2023 I hadn't heard anything, so I requested a refund through PayPal. I provided documentation in the form of the email sent to me and a link to the store's webpage that echoed the same information. PayPal denied my refund and ask me to provide return tracking information and other obvious items I wouldn't have. What am I to do at this point? Spent over $1700 on this and can't get a refund for a product I never received? I've been using PayPal since the early 2000's and haven't ever had an issue getting something this obvious resolved.

Which dispute did you open??? Only they would only ask you to return an item if you opened a dispute for item received but not as described and not one for non receipt of item?
