Pre-Order payments

I paid for two items (which I was informed were not yet in stock and this would be a pre-order). To date they still have not been shipped even though the seller kept assuring me that I would receive them. Other shops have them for sale so there is no excuse now. I either want the items or a full refund please. It’s been too long now. PayPal is not letting me file a claim as it has been over 180 days. What can I do?
