Photographer won’t return goods

l asked a photographer to do a photo shoot and sent him a package of a lot of clothing. The shoot was done and money was paid in full a few months ago via PayPal but he still hasn’t returned all of the apparel which is worth well over $1000. I’ve asked many times and sometimes he says he will post them soon and sometimes he doesn’t reply. Can I make a claim though PayPal to recover the costs of the apparel if he doesn’t return the stock?
