Permanently limited account

May was permanently limited and my wallet balance was held for 180 days. I received an email that it I am now elligible in withdrawing the money left in my wallet. But the problem is I don't have any bank/card linked to my account. How do i withdraw now the money? I cant link a card now because it is permanently limited.

I dont know how it works out of the United States but, I would contact the Better Business Bureau. They have gotten me refunds in situations I thought to be otherwise impossible. I hope you have some luck. It is really shady of PayPal to withhold peoples money, and some reasons that I have seen people get their account disable is inappropriate for such an action to be taken. I am sorry to know that you're having issues to withdraw funds as the accounts are limited. If you have received an email to about transferring the funds but it isn't successful to initiate the transaction, in this type of cases, you will need to contact PayPal Customer Support team so that they can look into your account manually and guide you accordingly to resolve this. You can contact the team by clicking the "Contact us" option at the bottom of PayPal page.
