Paypal problem limiting account

I created a paypal account last night for future use and then I received an email that they were limiting my account and i can not receive or send money . In short i can not use the paypal. Ive never used it. What will i do?

File a complaint at bbb.org under PayPal San Jose, CA explaining what happened requesting another account review and to restore your account.

I tried getting into bbb.org but i cant get through on it./it says forbidden
