I have a paypal account in Thailand as a thai citizen with verified DNDi from local Bank
On the 1st november which is a sunday paypal opened a case from a buyer who claims to not have received the music sheet and on the 3rd paypal decided to give the case to the favour of the buer without let me time to give the proof the music sheet were sent by email. my account is now permanentely limited and I just have the below reply from them
what can i do?

I have attempted to call you a couple of times but it says call cannot be completed as dialed so I decided to send an email instead.
From our conversation, you dis agree to the outcome of the dispute case filed against you however, upon deeper investigation, it has been appealed already last November 3rd ad still the decision is the same due to excessive risk.
Due to the account being permanently limited also contributes to the over all outcome and decision making of our dispute experts.
I apologize but we can no longer appeal the case.
