Paypal keeps cahanging their rules. Can we trust them?

Paypal keeps changing their rules and says there is no need for us to check on what they've changed. Can we really trust people who unilaterally change the legal agreement - the rules of the "game" in progress?

Where did they say that? They said there’s no action needed from you meaning that you don’t need to do something to update your account but if you want to learn more about the changes made to go to the Policy updates page.
