Paypal hacked by non-existent company

Hi, I got an email that I purchase something from a fake company which i haven't obviously. I think my account has been hacked.

How can I report a problem and get my money back? Resolution center is not working at the moment.

I also was hacked by a scammer.....PayPal said they received a receipt that I got it, but, I didn't get it.  I fell for the scammer!!  I guess it's my fault.
