You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.

In the meantime I would change your password and security questions and run an anti-virus scan on your computer.

What happened to the protections from fraud? They are **bleep** me around over $200 that was took from my PayPal account to buy somebody some game cards. I didn't even have an account with the vendor. I'm leaving PayPal for good as soon as my PayPal loan is paid off. I can't trust PayPal any more.
