Paypal flagged transaction/ Returning funds to me?

Hello,
I sent some funds in an escrow deal to trusted moderators for some concert tickets. The seller/individual selling me the tickets indicated that after I sent the payment that she got an email indicating the Transaction was frau and will be refunded to me.
The screenshot I got did not look like it was from paypal ( look at the blue box and the top, its all blurry ) the text sizing etc does not match.
PayPal told me the transaction is complete and theres no dispute but is there a chance it could still be disputed on the receivers side? Im not overly worried since the MOD in the group has the concert tickets and she is trusted but my thought is they are trying to get the MOD to send back the tickets to then runaway with my money and the tickets...
Heres a link to the image. Is this an email that PayPal actually sends out ? I've used this for years and never ran into this..
