Paypal conflict unsolved

I had a problem with a device I payed with paypal and reported it. The seller offered me to return it back and get money refund which I accepted and had an option in the chat to submit a photo of a return label. Yet tomorrow paypal sent an email saying that the problem was closed because I didn't react on time, didn't choose an option which I did. What do I do now, the sellers customer support isn't helpful at all?
