Paypal cannot resolve issue

Hello. In January i got issue when an internet shop sold me expensive defected jacket for 450 euros. Then wanted me to send this jacket back and give back only 350 euros . Ofc i did not agree and kept jacket but i will need money to fix it at specialist. My resolution time keep pushing away and the issue is not resolved. No money ofc back. Tried contact paypal via chat or phone. No success. What can be done in this situation and why they keep pushing resoluion time for ever. Issue is there for 2 months

Have you opened a paypal dispute?

Which one did you open?

If the seller did not respond then have you escalated to a claim?

If its a claim then you have to wait for paypal to make a decision.

If and only if you win then normally paypal will expect you to return the item back to the seller (at your own expense and with tracking to prove delivery) before you get a refund. Paypal don't deal in part returns or part refunds that would be for you to sort in the dispute stage of the claim.
