Paypal banned me for making my account 4-5 years ago when I was underage. In the email they said since I'm 18 now anyway they still have to ban the old account but I can immediately make a new one, so I did but then they asked for proof of identity, so I sent my passport and then the next day I got an email saying this account is now also banned. How do I resolve this?

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
