Paypal Favoured Seller even with proof of incorrect Charges.

What options can be made to further a dispute that was closed incorrectly?
I made an order through Aliexpress for 3 of the same items that cost $8.13AUD each.
The transaction payment went through as
$8.13 x 3
Subtotal =$24.39AUD
Free Shipping
Tax $4.53AUD
Total $28.91AUD
Where the issue is that i brought up literally after purchase whilst it was still in processing stage was that the tax is incorrect. I notified the seller and Aliexpress of the issue to try rectify this mistake but I was told i needed to wait until i received the item before they can resolve this issue.
Australian tax is 10%GST which should have been $2.44AUD and not $4.53AUD which they charged me. Meaning I should have been charged in total $26.83AUD
When i received the item a few weeks later I contacted seller who then told me to speak to aliexpress to get this refund. I received the total opposite in support. Aliexpress stated the calculations where correct and would not refund me. I then asked paypal for support and explained the issue and provided proof. but paypal also favoured the seller in this matter.
Aliexpress tried blaming it on bank fees and customs fees. I told them my bank does not charge fees and they only took the required money as per the order details so how can it be a bank issue? Its free shipping and there is not customs fee. so ZERO fees but neither aliexpress or paypal seem to care.
I know the amount is not huge but its a matter of principle. I made every attempt to get this issue fixed from the start even before the item was sent out.
I don't understand how both paypal and aliexpress are not able to even do basic calculations. I even provided proof of the actual order from aliexpress own order page showing the issue.
I have supplied the picture of the order below.
Is there any chance of reopening or escalating this matter to get my difference in tax refunded?
