Paypal Dispute going in circles need urgent help

Dear PayPal community I am reaching out with concern with my dispute and need serious help. I purchased a rare lamp on eBay and paid with PayPal under the good and services category for protection.
Floor/ceiling floorlamp by Jean [Removed] and Henri [Removed].
Chrome metal, plexiglass.
One ball.
Chabrieres edition. France, c. [Removed]
€7600 euros
The item has aftermarket wooden feet produced in a wood shop instead of the authentic rubber feet. This greatly affects the value of the item. They have given me 10 days to give a third party appraisal or they will close the case not in my favor and the seller wants to take the item back. I am in direct contact with the seller on WhatsApp. I don't want to send back if I won't be covered by PayPal. They could keep the item and the money.
I have called PayPal multiple times. I have gone in circles speaking to colleagues overseas and in america. my case has been ongoing for a very long time. would anyone have a direct number to the most senior supervisor to pick up the case. I have repeated myself multiple times for hours and hours. Many thanks in advance.
