Payment abuse re-submission on Resolution Center

Hello, I reported an abuse of a payment that happened this weekend. I paid two people for tickets and they never sent them to me. I clicked on unauthorized transaction, and the dispute was not accepted by the resolution center. What do I need to do to resubmit this issue in a different form to get it accepted?

Sorry i can't help you with this one, but i too bought an item which was not supplied. I tried to get a refund, but paypal refused, saying the purchase was not eligible for a refund. I told paypal that, even allowing for the fact that they wouldn't help get my money back, the trader in question was still trading on the internet, and still using paypal to conduct their fraudulent transactions. Assuming that paypal would not wish to be associated with fraudulent trade, i expected them to view these transactions as 'unauthorised', so reported it as such.  paypal replied that the transaction was NOT 'unauthorised' (ie it was therefore 'authorised').  This means that paypal are actively authorising fraudulent transactions, enabling sellers to offer goods they do not possess.  Buyer beware.  This is the penultimate post i will make on paypal, as i intend to cancel my account, and will not use paypal for future purchases.

A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you....AS LONG AS YOU DID NOT USE THE FRIENDS/FAMILY OPTION TO PAY.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?
