Payer is asking me to 'send fee' - is this a con?

I'm being asked by multiple buyers to 'send the fee' for a transaction to go through.

Is this fraud? I understand that PayPal charge a fee for a transaction, but my understanding is that it comes out of the transaction automatically, not something I have to pre-pay to get the rest of my transaction.

Even so, I'm not getting any messages from PayPal to send the fee either, which is why I think it's fraud.

Sounds like a typical paypal scam to me.

Sellers DO NOT have to send money to receive funds, any funds sent (even if on hold or pending) SHOW in your paypal account balance.

Scammers normally get you to pay a fee NOT via paypal but via another payment processor or via bitcoin or vouchers etc.

Any fee paypal charges you is auto deducted by paypal and the remainder credited to your balance at the same time.
