PayPal won’t didn’t respond within the time and they’re holding my money

So basically, I sold this guy a hoodie on an app. He than cancelled it and than rebought the item, which than lead to PayPal putting the payment on hold when I already sent the item. And I accidentally put the wrong company for tracking and now they won’t give me my money. This is really frustrating since it’s been sitting there since August 22nd. That’s actually terrible, PayPal needs to fix there stuff. I also was on a call with someone who said to send them an email about chargeback and I sent multiple pictures of evidence he received the item. The lady than says it will take around 5 days, and it’s been 10. I’m actually never going to use PayPal after this because this is insulting and this shouldn’t happen to anyone. If anyone can please help me get my money back that’d be great!
