I started a claim 15 days ago about a seller who sold me a digital card and never sent it to me. PayPal emailed me 3 days ago, saying that the seller offered a partial refund. When I log on to my PayPal account and open the case, I can not send a respond. It says : there is a problem with our system. Just now PayPal sent me a reminder for the seller’s offer and that I have to respond. I still can not reply. There is no option of partial refund where I can respond and decline. That’s really weird and frustrating.
