Why paypal has transferred my remaining balance to themself despite me covering all disputes. when time reached for getting my remaining balance they transferred $4700 as loss recovery fee. It's illegal.

Nope not illegal as its in the legal user agreement for your country that you agreed to when you opened your paypal account.

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.

The user agreement set by PayPal is a very well written and well researched predatory policy that puts users at a disadvantage. There must be a reason or a reported dispute for Paypal to recover the user's money, not automatically recover it and record it as compensation for losses, which is a very public act of robbery and the user should not What can I do to get my money back? Paypal makes a living by taking advantage of other people's labor. I hope a better payment platform than paypal and user protection with clear policies will be launched.
