PayPal says my phone number is invalid and cannot verify my identity

I'm having trouble linking my bank account to my PayPal. I get as far as the security check where PayPal wants to send my phone number a text to confirm my identity, but it won't allow me to use my phone number because it says it's invalid despite it being a legit phone number, PayPal even sends texts to it when I receive payments.

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.

Yes, my number is mobile and both my account and number are registered in the U.S. and they're both registered under my name.
