PayPal postpones the date for resolving the dispute

PayPal support cannot be reached by phone. I can’t contact the support service, I keep writing: “Sorry, but there is no agent support service at the moment. Please check back later or visit the PayPal Help Center for frequently asked questions." There is no line when the dispute will be resolved, I don't know what to do, like money, PayPal delays saving the dispute. The last time during the dispute resolution it was said that the dispute will be resolved today (February 17th), who can help me and what do I need to do, is there any chance of getting my money back?

I provided all the evidence that I was right, I returned the product to the seller and provided all the evidence above!!! Who will tell me what to do?
