PayPal paying though known fraud has occurred

Has anyone else had a situation where you notified PayPal that a fraud had occurred however PayPal continued to pay despite filing a claim prior to the payout being made?  I made a dispute but there was no investigation done.

You can't open a dispute until the payment has been paid.

Once its completed then you can open a dispute for non receipt of item / item received but not as described / or unauthorised (if you were hacked).
