PayPal limitations

I just turned 18 and made a brand new account, and as I am confirming my identity,3 seconds later my account gets limited. Can someone please tell me why and how to fix it.

Did you have a paypal account under 18 that was permanently limited?

If so then as you have already broken paypal rules they may not allow you to start up again.

Your best bet is to reach out to customer services and see if they will allow you to open a new account?
