I got a message from PayPal saying that I can't use PayPal anymore right after upgrading my personal account to a business account even though I did not do anything wrong and I didn't perform any transactions and I didn't even link my account to any card or bank yet. What may be the problem and how do I solve it?

You need to contact customer services to resolve any limitation or account specific issues.
