PayPal Messed Up Please Help

I purchased a supposedly brand new patent leather Gucci bag, (£800) but when it arrived it has loads of blisters on the bottom of it and is blatantly a replica.
I raised a dispute and messaged the seller who agreed that I could return it and even gave me her address stating she would refund me on receipt of the bag.
Paypal then for some unknown reason decided to rule in favour of the seller. I requested that this be reopened and they’ve said it can’t be even though they can see the sellers response confirming that I can return the bag.
I am at a loss as to what I can do now as they’ve clearly messed up.
I am looking into doing a charge back on my credit card but still awaiting their back office to investigate this matter.
Please can anyone advise me with this?
