Pay in 3 refund on the first payment is £30.17 short of what I had paid, why is it short ??

Hello there,
I had set-up and ordered a transaction with a company, to which I had the option to Pay in 3.
I set-up the Pay in the 3 but then cancelled the order an hour later due to a item missing.
I then set-up another order again for Pay in 3 and all was well.
The original order was cancelled and refunded.
However, the refund I received was £181.63, when the payments were £211.80.
The £211.80 has been taken from my bank account and £181.63 has been refunded into my PayPal Wallet, why is it £30.17 short ??

Sounds as if the merchant did a part refund minus the fee they were charged when you cancelled your order?
Advice is voluntary.

Ok, so it could be the seller that have chosen to charge me for cancellation and not PayPal ??
I'll reach out to the vender.

Actually, this doesn't seem to be the case, the vender issued a full refund for the initial payment.
It seems to point to PayPal charging me.
I've reached out to PayPal for clarity on the situation.
