PAYPAL SIDES SCAMMERS ANY CHARGEBACK GOES

Hello everyone, hope you are doing well.
I do sell car products online and I was contacted by someone named ROSALINE [removed] from [removed] (be aware). They wanted to order a product for 600eur incl. delivery to Brazil (address: Catarina [removed] [removed] Phone: [removed] Rua [removed], [removed] Brazil) for Porsche [removed] and pay with paypal goods and services. I agreed and have sent them invoice and payment request directly to paypal, to the same e-mail address [removed] which i was contacted from. They pay the invoice, I receive money in my account and start arranging the shipment. Few moments later i receive an email from the same address, asking to send the product to the address in USA (Address: Alexandre [removed] [removed] Kissimmee, FL [removed] - USA), instead of address in Brazil, reasoning faster delivery, less customs hassle, which i agree as well. I have sent the product with USPS signed delivery, uploaded tracking number to paypal, received proof of delivery, no problems. Then i'm again contacted from the same email - asking for such product, just for another car Mercedes E class AMG, 2012. I confirm the fitment, ask some photos of the car, propose price 400eur icl. shipping, again delivery to USA same address as before. They send paypal payment 400eur, goods and services i ship the item with Fedex to USA address, receive proof of delivery, no problems until... After two weeks I find two disputes from same client Rosilene [removed] 600eur and 400eur transcactions, reason: Unauthorized transaction - Chargeback The buyer stated that they did not make this purchase, paypal puts money on hold my account goes to negative balance. Only the i notice that the address in paypal transaction is (address: Rosilene [removed], [removed] BRAZIL). I collect all extensive evidence - emails, tracking numbers, proofs of delivery, separate screenshot of the email with request to change the delivery address (if that even matters), report this as scam/fraud in my covering letter and upload to Paypal both cases. Outcome after two weeks? For 400eur transaction paypal removes hold, but the case is still under review, for 600eur transaction i receive: "After our efforts to resolve this dispute on your behalf, your buyer’s financial institution decided in the buyer’s favor. While we cannot dispute this transaction any further, we encourage you to contact your buyer directly to reach a resolution." ... What efforts? Paypal loses the case against the buyer's institution and my 600eur are gone and it looks like another 400eur will be soon gone as well. I have never been contacted by paypal for more details, nor received more details on the reasons of the case. They (paypal or Rosalines bank) just decided that money is not mine and they will just take it from my account, and i'm left with offer contacting scammers from Brazil. Here is the business plan for you: if you have a credit card, you can order stuff online, pay with paypal, when you receive it just file a chargeback with whatever reason - paypal's seller protection can do nothing and you will receive money back to your credit card within few weeks, its actually that easy! Paypal as an institution is worth nothing compared to bank, card issuer or any other financial institution that they work with and their "seller protection" you pay premium fees for is also just another fraud.

You lost seller protection when you sent the item to another address and not the paypal registered address of the purchasers.
Advice is voluntary.

Hello @kernowlass, i also had this theory, however paypal never explained or communicated me officially that this dispute is not covered by seller protection, because the delivery addresses does not match.
Few more points, that does not seem to support it as well:
1) Both cases dispute was opened with same reason: Unauthorized transaction - Chargeback. The buyer stated that they did not make this purchase. Not item was not received.
2) Both cases the address recorded with the transaction was in Brazil.
3) Just now received message from paypal for 400eur transaction:
"As you know, one of your buyers opened a case with their financial institution. We're happy to confirm that this transaction was covered under Seller Protection as you met the PayPal Seller Protection requirements. €378,09 EUR is now available in your PayPal balance."
So how come one case is covered and another is not covered?
Is there a threshold of which payment amount is covered by paypal seller protection and larger payments are too much for Paypal to cover?
I was never contacted by paypal with normal explanation what is happening, why this dispute is being accepter, buyer didn't leave any comment as well. Its a plain theft of 600eur from my account, which paypal has any chance to protect me from, despite the €32,69 EUR fee i've paid to "keep me safe".

More on 600eur case:
Unfortunately, the credit card company has decided this case in favor of your buyer, and we had to reverse the transaction from your PayPal account. A portion of the chargeback fee charged by your buyer's credit card company was also deducted from your PayPal balance.
Credit card company decisions are over PayPal's. Credit Card company never contacted me regarding this case to clarify what happened. PayPal was my representative, to paypal i have provided all evidence that buyer i cheating. And i'm paying on top for the cargeback LOL scammers!
Regarding 400eur case, somehow i was covered by paypal seller protection under very same setting, isn't that strange, why these two cases againt me from the same buyer opened at the same time is not examined as single case? Its not clear that they are related???

For context:
600 EUR transaction was on 17th of October , order delivered 27th October, signed by FONSECA
400 EUR transaction was on 27th October 2023, delivered 11th November
Dispute for both cases opened on 14th of November
