No info about limitation in Resolution center

I got a mail from Paypal stating that they have limited my account because of potential unauthorized access.

This "unathorized access" did not even happen. My account is still limited (I can not withdraw nor send money), I got mail later that my access is restored, but it is still limited. There is nothing in the resolution center, no needed steps, no mail clarification, I can not get in touch with a representative and literally, my life depends on money which is in my account and which I need withdrawn IMMEDIATELY. I am based in EU and there is no active customer support on saturday, I tried to get in touch with US one but with no success...

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
