New user account got Limited by system AI in 1 min

I just created a new account to book a hotel via Agoda for my vacation and it was immediately limited within 1 min. The welcome email and the limit email is only 1 min gap. Clearly this is decided by the system AI. After limiting my account, like all the new user account's procedures, I am still receiving auto emails to click for email verification and to provide ID numbers.

 

I went to the solution center to ask and message the helpdesk via FB. Nobody in the helpdesk is willing to help to review my case with human intellectual. They couldn't be bothered to check. They ignored me when I ask for case review. The only thing they did is just giving me the official answer from customer's playbooks.

Most common reasons for an account limitation are:-

1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not being in the country where you have opened a Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks OR items that violate their acceptable use policy.
8. Using the friends/family option for sales transactions to try and evade Paypal fees and risk of disputes.

If none of those then.........

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

@kernowlass None of the above mentioned situation applies to me. this is my first time using paypal for a hotel booking. I have tried the solution center and Facebook. Both give me the standard answers saying it is non reversible decision. Ironically, I am still receiving emails from paypal system to verify my account and requested for my ID number like all the usual new user account's first time set up procedures. They have my ID number and card credentials. But they banned me from using the services. The only way I can think of is to re-issue my debit card to avoid any scams. This is terrible!
