This is a transaction between 2 people I am purchasing what he is selling through a website. Can I make sure the money is not released to his account until I receive the item that he wants $1300.00 for? How do I make sure I’m not getting scammed? How do I make sure he does not get access to the credit card money that I will be sending. How does this all work ?

No seller is going to send you anything until they are paid and paypal does not do escrow, so you need to go and read up on what buyer protection paypal offers (and what it does not) so you can risk assess your transaction.
Advice is voluntary.
