New scam that Paypal apparently supports

There seems to be a new way of scamming people and Paypal fully supports the scammers. It has now happened to me twice.
You order items from a website, when the items don't arrive after 3/4 weeks you contact the seller, they reply and apologise for the delay and send you a tracking number (which they have literally just posted). You receive a parcel full of rubbish (not the items you ordered), you contact them, they come out with excuses and offers of discount on future orders (as if) so you open a claim with Paypal and send in all the details of the items ordered, photos of the package and contents you received. Paypal refuse your claim because the seller send then a tracking number that has been delivered. I ordered nearly £100 of clothes from what I thought was an American site but it turns out it was actually in China and they sent me a package of what looks like Halloween tat (masks and what looks like a clown outfit).
Is there anything at all I can do?
