New account. Permanently limited today for being under 18, I'm 19.

Not even 6 hrs have passed since I opened it, and my account is limited? I just sent the info for the "Confirm identity" area in the PP app. I kept getting error but finally got the app to accept my street address. I sent the full SSN, sent my driver's ID, and immediately got an email saying I was banned for being under 18. I'm currently 19 and have never touched PP in fear of this reason. And when I finally have to create an account, I get banned for something 100% false. Where can I go to resolve this. If PP needs more info I'll send it.

Paypal states you have to be 18 OR of age in your state of residence??
