You order a product from a website that paypal doesn't refund, motorized vehicle includes a lawn tractor. So the scammers made a fake website called "Best Buy" then phished a John Deer Dealer website and modified it to suit their needs. Then after you purchase a tractor from their website at a substantial discount because they say they are overstock, they give you a random order # and random purchase # and other random  data. Then take your money using paypal. Now they send a confirmation to paypal that the item was shipped. I got no shipping number or who shipped it from paypal only seller's word that it was shipped. The scammers then send a bogus junk mail letter with a tracking number on it to your address and according to USPS is marked as delivered. 

Well this happened to me. I continued to contact the seller and got no response, not knowing the scam they pulled off. Almost a month went by and nothing so I opened a dispute with paypal. That's when they contacted the seller and the seller provided a bogus tracking number for the letter they sent me, which doesn't give information about the package weight, and claimed the item was delivered to my mailbox, a lawn tractor cannot fit in my mailbox. So paypal closed my dispute and everything I've tried because the case was closed just kicks me out of trying to explain what the seller did to me.

They got my money and I got nothing. They pulled off the best scam ever! Don't fall for it. And I never got my money back or my lawn tractor! I might just have to end my business with paypal altogether.

I kept trying to submit evidence that this was a scam as well but it wouldn't even allow me to send anything else because they closed the case. IF indeed PayPal got the merchant to respond to them, they need to share that contact info with me because all I had was underliverable email addresses. I finally used the 'chat' feature to vent even more and upload the proof I was trying to send them. I also opened a case with the USPS since they are actually posing as a government office. I want this 'Carol White' prosecuted. (come on PayPay..how is a furniture store just gonna use a random name)  I don't know if anyone will actually contact me back. The chat message said 'a couple of hours' but I exhausted all I could to prove my case.. all the way down to showing them that this was a 'freight delivery' on the one and only email they sent me so there is no way possible it was delivered to a freaking mailbox!!!!  I will never order from a social media link again.. Ugh!

I knew there was something wrong when the invoice said only $99.00 but they charged my paypal $113.85. The item number they gave me wasn't even the item number they sent paypal. I immediately sent them an email at the address they gave paypal asking for a refund and I never received a message back from Best Buy. The email address paypal supplied was from a gaming web site. I'm beginning to think paypal is in on these scams, possibly getting kickbacks!

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.

So they give you 'some' buyer protection but the onus is on you to risk assess your transactions.

They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.

The best thing is to not buy from them in the first place, to recognise them -

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

I was and still am thinking the same thing about PayPal. How can you have all this evidence and not see that this is fraudulent activity. I mean.. my email addresses for this scammer wasn't even legit. I figured out a way to start a message with a representative with PayPal. Like I mentioned previously, I was unsure if they'd even reply but I sent them all my evidence and after the entire morning of going back and forth and waiting for sometimes an hour before they responded again, they actually refunded my money. I refused to even close the chat until I saw it posted on my account. Honestly, I still won't believe it until it hits my credit card. I believe that person knew that I was going to keep every shred of evidence from that chat and I wasn't going any place until they heard me out.
