Need a birthday of a person I mentioned in the note?

I am sending money to a family member A for our friend B's marriage. 

Friend B's name is put in the note. 

The money is cleared from my bank account but The transaction is pending for 9 months because Paypal wants the birthday of person B. 

I don't know it and don't want to ask my friend for it as it is very personal. 

I called several times. and I was told Paypl will hold the money forever if I cannot provide it. 

I request to cancel the transaction and refund the money back to my account.
