Need Help: Undelivered Design Files and a Refund Denied by Seller and PayPal

Hello everyone,
I have an issue where I purchased a collection of design files. The seller provided me with a URL link, claiming it contained the files I needed. However, when I checked, the files were not there. When I inquired about obtaining the correct files, the seller promised to deliver them on a date that was significantly delayed from the time of my payment. As I urgently required these files, I decided to find a new seller.
Subsequently, I asked for a refund, but the seller began to insult me and dared me to file a complaint with PayPal, asserting that I would receive nothing in return. Additionally, the seller deleted the original URL link.
Ultimately, I was left with neither the files nor my money. To my astonishment, PayPal sided with the seller. I'm left wondering if I am in the wrong. What actions should I take to recover my funds? Also, what knowledge must I acquire to prevent falling victim to such scams in the future?

Did you open a paypal dispute and if so which reason did you select?
Did you escalate to a claim?

You should have opened one for non receipt of item as that is what happened.
Filing for non receipt of refund is saying the seller issued a refund but you have not received it for some reason.

I really appreciate that you've pointed out the issue. I will be more careful in the future. Is there a way that I can reopen the ticket or escalate the problem? I'm just asking to understand better, and it would be fantastic if I could luckily get a refund.

Why not contact customer services and tell them you opened the wrong dispute by mistake and ask them to open a dispute for non receipt of item for you?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Thank you for the wonderful information from you. I realized that I haven't done anything from the ways you shared. I thought with the announcement "This is the final decision" that I had lost, but it seems I just got a new hope. Wonderful.

They may still say no but no harm giving it a try.
Failing that if you funded your paypal payment via a credit card then contact them and see if they will chargeback for you.
