My card details is being illegally linked to their account by another user.

If you haven't seen unusual activity ie transactions you didn't make on your card then its unlikely your card is compromised.
More likely.............
1. its an old paypal account you used to have and you failed to remove the card after closing it.
2. A family member has linked it to their paypal account?
3. You paid as a guest buyer BEFORE opening a paypal account to a seller using a Paypal card reader using your card as the funding source so that email address you used is linked to the card but the email address is not linked to your paypal account?
If none of those then your best bet is to ask customer services to check for you?
