My account was suspended and I can't issue a refund

I own a website and I sell digital art, a customer made 4 transactions for 4 different items in a single day and I guess that is why I got suspended?

Prior to start selling with paypal my website was approved, my account was fully verified, and everything worked fine.

My account was suspended permanently and I can't issue a refund, I contacted the buyer and told him to open a case but he said he can't because his account is suspended too.

I want to refund the customer, but paypal doesn't let me, this is insane, what happens with the money now? is the single solution that the customer files a chargeback with the bank issuer?

Paypal support say that I can't issue a refund because I am suspended and the buyer said that paypal told him that he can't open a case because he is suspended. How does this make sense?So they do this just to keep the money?

Sounds as if it may have been a friends/family payment rather than goods/services???

NO, it was goods and services, the payment was integrated into my site.

Is this it no other answers? Is paypal this **bleep**? This is horrible, at this point is just theft, just a scam.

Go ask customer services? However you have already had your answer from them in the first instance.

If neither of you like the answer that's just unfortunate really isn't it, nothing we can do about it.
