My Paypal account is limited and requires information for a refunded purchase

I've recently made a sale on Depop, that limited my account, which then needed information to be submitted to unlimit my account. The sale was however refunded due to me and the buyer coming to an agreement to trade the item physically. With the sale refunded, Paypal still asks for proof of fulfilment and information on the transaction which I am now unable to send. Is there any way to remove the limitations to my account?
