hello my account have been limited by PayPal without any logic reasons they act like idiots out there but its fine I want to know How I can refund my customers payment because that button of "issue a refund" doesnt appears in the transactions detailes.
You can contact customer services and ask them to issue refunds or your buyers can open a dispute for non receipt of item and escalate to a claim which you don't counter.
Advice is voluntary. Kudos / Solution appreciated.
