Hello,

I got an email from you  (24/01/2019) that I can finally get holding money in my PayPal account, but when I tried I received just the half, and the rest still in the hold  (Jump start), i wait more than three years.

I contact your support more than seventeen times but they always told me the same things: "ok you will receive your money within three days". But it is already three years.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
