Ive seen lots of scam emails over the years, but usually they are made to look like official, e.g. paypal, amazon, bank but if you look at the actual return address, e.g. in the source email, it is a scam address. This one looks like the reverse. Someone actually created a paypal payer, found my email (somehow?) and sent me an invoice to pay.
Has anyone seen anything like this? Should it be reported to Paypal? Can they close/block the payer account?

Can't see the screenshot and you haven't said if the invoice is showing in your paypal account or not?
