Limited account with expired card that can't withdraw available funds

Hello, I am a Moroccan who's been trying to withdraw funds from my permanently limited account that has an expired card linked (that's the only payment/withdraw method linked to my account), I've tried multiple methods to contact paypal support, but due to my account country I am unable to get in touch with a real agent via call or sms or even on the website itself nor get more information about this issue or how to withdraw the stuck funds in it, all the responses I got was from the paypal auto reply. If you guys got any suggestions that would be much appreciated! 

ps: I got a call before from paypal that I couldn't answer due to some problems with my phone, and I didn't recieve the email instructions to withdraw my funds.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
