Limitation but no limitation?

I have been trying for months to resolve an issue where PayPal says I have a limitation on my account. I have called and they have fixed it. Unfortunately, it still won’t let me transfer or send money. The chat bot says I have a limitation and then says I have no blocks or anything. Is there a way to fix this??

Only customer services technical department may be able to help you?

Contact customer services and ask them to raise it as an issue?
