Landline verification doesn't work

I have 2 phone numbers registered with PayPal, a mobile, and a landline. Both state on my account as 'primary' numbers (Shouldn't one be secondary?). PayPal requested to verify my account, but only offered ONE option, to call my landline. I accepted that offer, but on getting the call, when I entered the 4 digit code onscreen, there was no confirmation on phone, and it kept repeating it's request for me to enter code. I then hung up, and asked for another call, this happened 5 times, it just wouldn't accept the code, it was like it was waiting for an 'enter' key to be pressed.

 

How do I force PayPal to use my mobile

What has gone wrong with the landline authorisation (which would have been fine if the darn thing accepted it!)
