Just setup a individual business account and it gives an error

Just setup a new Paypal individual business account and got this message:

After a review, we've decided to permanently limit your account due to potential risk. You'll be unable to conduct any further business using PayPal.

This mean's after a review from a paypal team member they have found a RISK with your company or services therfore they do not wish to have you using PayPal services,

Once this has happened there is nothing you can do to be honest
