Item not received. Someone has open a case and closed it so that i can not open a case with paypal

The seller is not responding to my messages. I am not able to open a case regarding this in my paypal account. Someone has opened a case from my account and closed the case with some false information so that i can not reopen the case and report about that matter. Can you please help me with this? I am trying to reach out to some one from paypal regarding this issue.

Thanks for your response i was able to reopen the case and file a dispute.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
