I have a personal PayPal account. Someone from a business account is saying they have sent me money but that I have to pay a transaction fee in bitcoin as it is a business account in America. Is this legit or a con. I know very little about PayPal as have only just started to use it

Thank you for your post and welcome to the Community! I'm sorry to hear that you have received what sounds like a fraudulent outreach. I'll be happy to help.
If someone says that you need to manually pay a fee to receive a payment, especially using any sort of secondary service or currency, they are attempting to scam you. Any fees charged for receiving a payment are automatically assessed in the transaction, and do not require any payments through bitcoin or any other means.
