Is paypal creating loopholes for scammers

Paypal is a very annoying thing, I sell goods and use paypal to pay after the buyer places an order and pays about 10 days after the buyer receives the goods, and they start to open a dispute accepting the content they reported. claim that you were charged for a subscription or transaction at any time that they have canceled. I have provided proof that the shopper successfully converted the order. Paypal then notified with the following content: Update assignment with ID PP-R-KKK-526044201 We worked with the buyer's credit card issuer to receive your chargeback assignment . Unfortunately, the card issuer decided the chargeback in favor of the buyer.
I don't understand how they protect buyers and sellers here have to stop scammers from scamming

The chargeback process is external to the PayPal system. The buyer's credit card issuer grants its members specific consumer protection which PayPal has no authority to replace or reduce. If a PayPal user initiates a chargeback with their credit card company Paypal have no way of stopping the claim.
If the card issuer grants the case in the buyer's favour, Paypal normally reviews the transaction on your PayPal account to see if it is eligible for Seller Protection.
