Hello! One person "try" send me money, but then moneys didin't come and it want me to pay 150$ to paybis.com. Is this thing real or fake?

Fake!

PayPal does not ask you to pay money upfront in order to receive money. Any fees are automatically deducted from incoming payment, with the rest instantly deposited in your PayPal balance if sender really sent payment.
